“Our goal is repatriation and the concentration of the potential of Armenians in Armenia”-Armenian PM Nikol Pashinyan visits RA Ministry of Diaspora

On May 15, Prime Minister of the Republic of Armenia Nikol Pashinyan introduced newly appointed Minister of Diaspora of the Republic of Armenia Mkhitar Hayrapetyan. Former Minister of Diaspora Hranush Hakobyan attended the meeting.

The Prime Minister attached importance to the creation of sufficient conditions for engaging the potential of the Armenian Diaspora. “Great repatriation is the key objective that we have to set forth in our relations with the Diaspora. This also implies the repatriation of capital and intellectual potential. We need to state all the complications of this process. In the first stage of repatriation, we need to create jobs so that we ensure not only return, but also living conditions in Armenia in the second stage.

I would also like to talk about another problem with the Diaspora that I think is pressing. The current Constitution of the Republic of Armenia lays down certain draft laws that, in essence, hinder the engagement of the potential of Diaspora Armenians in public administration. In this new situation, we must seriously consider this issue. This is a constitutional issue and won’t be solved overnight, but we need to solve this issue as soon as possible. We need to try to propose alternative options for the solution to the problem.

Armenians of the Diaspora have to feel more and more integrated in Armenia. They have to feel that their voices are heard and that they are full-fledged beneficiaries and potential citizens. The Ministry of Diaspora must ensure the field and the platform that is, without any exaggeration, a strategic priority for our government. The Government of the Republic of Armenia must be capable of consolidating not only citizens of the Republic of Armenia, but also representatives of the Armenian Diaspora. We need to try to turn back the wheel of emigration spinning for a millennium and turn emigration into immigration. I am certain that the pivotal meaning of the existence of the Republic of Armenia as a State is the concentration of the scientific, cultural and economic potential of Armenians and a major part of that potential in Armenia, as well as the ensuring of the safety and regular development of that potential. This is the meaning and strategic axis of the Government of the Republic of Armenia.”

Addressing Hranush Hakobyan, the Prime Minister expressed gratitude to her for her fruitful and longstanding efforts and stressed the following: “Apparently you have been the head of the Ministry since its establishment and have established this institution from scratch, and I hope it has grown to become an active and effective institution.”

In her turn, Hranush Hakobyan congratulated Minister Mkhitar Hayrapetyan on his appointment and his birthday and stated that she was transmitting a ministry that has grown, done a tremendous job and carried out numerous successful programs. Hranush Hakobyan welcomed the involvement of young ministers in government and stated that a young age can’t be a hindrance for doing a good job. She expressed her willingness to support the Ministry of Diaspora. “I am leaving you with a vast amount of information, great ties and relations, a team of active and successful employees who will continue to implement major programs and projects with the new minister. I wish the new minister and the employees of the ministry success and fruitful work,” she added.

The Prime Minister expressed certainty that newly appointed Minister of Diaspora Mkhitar Hayrapetyan is ready to solve the problems all day long and every day.

The Minister of Diaspora expressed gratitude for the trust and added the following: “I would like to express my gratitude to Mrs. Hakobyan for establishing the Ministry and doing a tremendous job, and I would like to say that I will devouringly refer to your rich heritage. Thank you for willingness to help and support. This is a matter of serving the State, the homeland. I attach importance to the existence of the Ministry of Diaspora because, with the vision for empowerment and enhancement as a State, of course, we need to get involved in organizing repatriation. It is in this sense that I have also assumed this major office and responsible task because I myself want to make a small contribution to this very important mission.”
